Why the list was created
  • The list was created in response to economic sanctions and what Russia calls "unfriendly actions" against its companies and citizens, particularly after the 2022 invasion of Ukraine.
  • Measures include the need for government approval for corporate deals with entities from listed countries.
  • It also allows companies and citizens to pay foreign debt owed to creditors from "unfriendly" countries in rubles.
