Why the list was created
The list was created in response to economic sanctions and what Russia calls "unfriendly actions" against its companies and citizens, particularly after the 2022 invasion of Ukraine.
Measures include the need for government approval for corporate deals with entities from listed countries.
It also allows companies and citizens to pay foreign debt owed to creditors from "unfriendly" countries in rubles.
