Mmm, I noticed that when I 1'st saw the Vid.

Why is that cop crouching behind a car, whilst a Civilian is tackling a shooter with a gun ?

I can answer that. There are two people from a vantage point 5m higher with high powered long arms and that cop is slowly using cars to attempt to get close enough to use their small handgun effectively, knowing full well that they will be targeted.
In the u.s they would all wait 300m away eating donuts until swat team arrive and there would be 50+ dead.
