The winner could be asked if they want the prize or wish pay it forward to the next treasure map. If they choose to pay it forward, they get a ticket and still get a chance to win it all by going into the draw with other members who pay it forward. The idea is to build the loot to the highest level possible. When a winner of the map doesn't decide to pay it forward and instead take the loot, everyone who has payed it forward previously goes into a draw with the current winner (random number generator?) to win the lot.

I got it in the end. The problem I see is that the person that chooses to accept the win, though they may not win it, might be frowned upon like a bin chicken.
